アメリカのメディアでtheyの単数を使ったのは、2012年のBaltimore Sun紙が最初で、記事にも書かれているようにワシントンポスト紙も2015年から使っています。AP通信が特に積極的に使おうとしている訳ではなく、逆に‘in limited cases’にだけ認めたという認識のようです(記事をみる)。
